Key takeaways

  • What does an SEO consultant do? They diagnose what limits your search traffic, decide what to fix first, and turn that into work your team can carry out and measure.
  • Most billed hours go into diagnosis, prioritisation and writing clear instructions, not into “doing SEO” on the site in secret.
  • Every block of hours should end in a deliverable you can read: an audit, a ranked fix list, tickets, content briefs, a check of what was released or a short report.
  • Google itself lists what an SEO may offer, from site reviews and technical advice to keyword research and training. Use that list to read any proposal.
  • Changes take time to show. Google says some take effect in hours and others in several months, so judge the work by its deliverables first and its results second.

What does an SEO consultant do once you have signed? It is a fair question, because SEO work is easy to bill and hard to see. A developer ships features and a designer ships screens, but a consultant’s output is mostly decisions and instructions. If you don’t know what those should look like, you can’t tell good hours from padded ones.

I have worked in SEO and digital marketing for more than 16 years and I bill by the hour, so I am asked this often, usually in the first call. Below is an honest breakdown of the tasks, the deliverables each one should produce and where the hours really go. It also covers the hours you should refuse to pay for.

What does an SEO consultant do, in plain terms?

An SEO consultant does three things, in this order:

  1. Diagnoses. Finds what limits your visibility in search: technical blockers, weak or missing pages, poor internal links, a thin link profile, or a market that simply needs different content.
  2. Prioritises. Ranks those findings by business impact and effort, so the first month goes on the changes most likely to matter.
  3. Enables and checks. Writes instructions your developer, writers or marketing team can act on, checks what was released, and measures what changed.

The consultant usually advises rather than builds. Some of us also implement (I do, where it makes sense), but the core value is judgement: knowing which of the many possible tasks deserves your money this month.

What is SEO consulting services, by Google’s own list

Google’s page Do you need an SEO? lists the services an SEO or agency may offer. I use it as a checklist when I read proposals, my own included. Here is what each item turns into as work and as a deliverable.

Service on Google’s list The task in practice What you should receive
Review of your site content or structure Audit of pages, navigation, internal links and duplicates A written audit with issues ranked by impact
Technical advice on website development Hosting, redirects, error pages, JavaScript, speed Developer tickets with the reason and a way to test
Content development Matching pages to real searches and customers Content briefs, or edited pages with notes
Management of online business development campaigns Making SEO work alongside other channels A plan showing who does what, and how it is measured
Keyword research Finding the searches worth winning A keyword map tied to pages and business value
SEO training Teaching your team the basics A session plus notes your team keeps
Expertise in specific markets and geographies Local, national or international setups A market-specific plan
Optimising for generative AI Making content clear and citable in AI features Specific page changes and how they will be checked

If a line on an invoice can’t be matched to a row in that table, ask what it was. The same page also gives the questions Google suggests asking any SEO, including “Will you share with me all the changes you make to my site”, which is the right expectation.

Where the hours actually go

When people imagine SEO consulting, they picture someone changing settings on the website. In practice, my hours split across five kinds of work, and the split changes with the site.

Diagnosis

Reading Search Console, crawling the site, checking indexing, comparing your pages with what ranks, and reviewing links. On a new engagement this is the biggest block. It produces the audit. My first-hour triage is the short version of this stage.

Prioritisation

Turning findings into a ranked list. It takes less time than diagnosis but it is where experience matters most. A good list tells you what to ignore as well as what to fix.

Writing instructions

Tickets for developers, briefs for writers, redirect maps for a migration, internal linking plans. This is the block clients underestimate. A finding nobody can act on is worth nothing, so I spend real time making each instruction clear enough to implement without a meeting.

Checking what was released

After a release I check that the fix went live as intended and did not break something else: redirects that loop, a template that lost its canonical, a noindex that spread to the wrong pages. This takes little time and saves a lot.

Measurement and reporting

Comparing before and after, explaining what moved and what didn’t, and deciding the next priorities. A useful report is short. Our guide to a monthly SEO report template shows what it should contain.

What decides how many hours you need

I don’t quote hours before I have looked at the site, because the same request can take very different time on two sites. These are the factors that move it most:

Illustration: a small three-page website with a small clock next to a large shop website with filters and many products, a big clock and a queue of developer tickets.
Site size, platform limits and how fast fixes get released change the hours far more than the request itself.
  • Site size and complexity. A small service site and a shop with filters and thousands of products are different jobs.
  • Platform constraints. Some platforms make redirects, templates or structured data easy to change. Others need a developer for everything.
  • How fast your team releases. If fixes wait months for a developer, I spend hours re-checking findings that went stale.
  • The quality of past work. Cleaning up old link schemes or a botched migration takes longer than starting fresh.
  • How much you want to do yourself. Google says that if you run a small local business, “you can probably do much of the work yourself.” Training and a short review can be all you need.

The cheapest SEO hour is the one you don’t need, so a good consultant should be telling you which ones those are.

The deliverables you should receive

If you pay by the hour, you should see what each block of hours produced. This is what I hand over, and what I would expect from anyone else.

Illustration: six deliverable cards tied together: an audit, a prioritised list, developer tickets, a change log, a release check and a progress report.
Every block of hours should leave something you can hold: an audit, a ranked list, tickets, a change log, release checks and a progress report.

Deliverables to expect from an SEO consultant

  • A written audit with each issue, its evidence, its impact and a suggested fix.
  • A prioritised action list, with what to ignore marked as clearly as what to fix.
  • Developer tickets and content briefs that can be acted on without a meeting.
  • A record of every change made or recommended, with the reasoning.
  • A check after each release that the fix went live as intended.
  • A short report comparing results with the starting point, and the next priorities.

Most of these come out of the work naturally. For a defined first piece of work, our SEO website audit produces the first two items in writing.

What an SEO consultant should not bill you for

Being honest about this is part of the job. I would push back on paying for:

  • Repeated full audits. One thorough audit, then targeted re-checks. A fresh crawl export every month is not progress.
  • Padded reports. Pages of charts with no decision at the end.
  • Plugin installs presented as strategy. Installing an SEO plugin is a setup task, not a month of consulting.
  • Anything sold on guarantees or volume. Google says no one can guarantee a #1 ranking. Google also says to avoid SEOs who talk about “link popularity schemes or submitting your site to thousands of search engines.”
  • Work you never see. If changes are made without being shared and explained, you can’t check them and you can’t take them with you.

How long before an SEO consultant’s work shows

Clients want to know when the hours start paying back. Google’s SEO Starter Guide is careful here: “Some changes might take effect in a few hours, others could take several months,” and “you likely want to wait a few weeks to assess whether your work had beneficial effects in Google Search results.”

Illustration: a ranking chart that stays flat for the first weeks and then rises, above four potted plants growing taller from left to right.
Google says some changes show in hours and others take months; judge the work over weeks, not days.

Google’s Search Essentials adds that even when a page meets its requirements and best practices, that “doesn’t mean that Google will crawl, index, or serve its content.” So no honest consultant can promise a date. What I can promise is the deliverables, a clear reason for each recommendation, and a fair measurement of what changed.

Search engine optimization consultants vs agencies

Search engine optimization consultants and agencies do much of the same work. The differences are in how it is sold. An agency often sells a monthly package with a fixed list of tasks. A consultant more often sells time and judgement, with the tasks chosen after the diagnosis.

Neither model is wrong. A package suits you if your needs are predictable and you value a fixed monthly cost. Hourly work suits you if your site has specific problems, if you have an in-house team who can implement, or if you want to pay only for what the site needs. You can read more on our SEO consultants page.

How I work

I charge by the hour, with no fixed packages. Each engagement starts with a short diagnosis, then an agreed list of priorities, then hours spent on the items you approve. I follow Google Search Essentials, I share every change with the reasoning behind it, and I tell you when something is not worth paying for. My background and certifications are on my profile page, and the wider range of work we do is on our SEO services page.

FAQ

What is SEO consulting services, in simple terms?

SEO consulting services are expert advice on improving how a site performs in search: finding what holds it back, deciding what to fix first and explaining how to fix it. The consultant may implement some changes, but the main product is a clear, prioritised plan and the follow-up to check it worked.

What do search engine optimization consultants deliver each month?

It depends on the stage. Early months usually produce an audit and a prioritised fix list. Later months produce tickets, content briefs, checks of released changes and a short report on what moved. If a month produces nothing you can read, ask why.

How many hours of SEO consulting does a small business need?

There is no honest fixed number before someone has looked at the site. A small local business may need only a review and some training, since Google says much of that work can be done yourself. Larger or more technical sites need more diagnosis and more instructions for developers.

Can an SEO consultant guarantee rankings?

No. Google says no one can guarantee a #1 ranking, and its Search Essentials say that meeting its requirements doesn’t mean a page will be crawled, indexed or served. A consultant can promise clear work, sound reasoning and honest measurement.

If you want to know how many hours your site really needs, and which ones it doesn't, talk it through with me before you commit to anything.
